Identity Verification Provider
An identity verification provider performs identity proofing on behalf of another organization, checking documents or other evidence to confirm a real-world identity so the relying organization doesn't have to build and operate that capability itself. This lets an organization obtain a level of proofing rigor that would be expensive and specialized to build in-house, at the cost of extending trust to a third party's verification process rather than one it fully controls and can inspect directly.
The relying organization is still accountable for the outcome even though it didn't perform the check itself — if the provider's process has a gap, the relying organization's own accounts inherit that gap, which makes evaluating a verification provider's actual rigor a genuine part of the relying organization's own risk management, not something it can delegate away entirely along with the verification work itself.
